No one's mentioned kamelot because listening to them is slightly less fun than giving a gorilla a root canal with a jack hammer dressed in a banana suit while getting a vasectomy without pain killers.
Orphaned Land however, should be seen by anyone and everyone live immediately.

1200 Mics - Shiva's India probably has the coolest Arabian sounds I've ever heard.
A big on the 1200 Mics recommendation though, worth a listen regardless of whatever nation-flavour you got there.

Vaguely though, vaguely. I just listened through those two tracks, and the relation to Arabic is somewhat vague.
There's a few Shpongle tracks in which Arabic-sounding instruments and vocals occasionally show up. I'll see if I can find them.
...no, they still ain't metal, but Arabic enough.

Oh, to throw out another not-too-metal suggestion - Trey Gunn's solo records have a good deal of distinctly Arabic influence in them, especially "1000 years" - which is actually an album structured on the Qur'an.
Here's a perfectly legal link for a good sample track off Trey's website - Brief Encounter.
