I've heard wish and march of the pigs. March of the Pigs is just bad noise, and even though they're bad, I can say without bias, they wouldn't be considered to have metal elements in them.

So what about Ministry then?

Their last album seemed like straight-up metal to me. Pretty damn good, too.
If nothing else, harsh noises get your attention.
