Not sure about that, i have no need to listen to anti-system music.

Public Enemy for rap. (Fight the power is a great song)

System of a down for rock. (Fuck the system is a great song.)

Saul Williams for poetry. (Bloodletting is a great song.)

Also, these three encourage the downloading of their music. Just... no one else does. Not a legal thing, just a quality thing.

I'm gonna assume you mean anti-US government, so well, yeah Rage Against The Machine and Public Enemy are the obvious choices. And lots of system of a down. >_<

For specific tracks you might not have thought of or heard:
Sage Francis - Makeshift Patriot (about patriot act - "don't wave your rights with your flags")
Outkast - War
NoFX - Murder the Government, Franco Unamerican
Thursday - Autobiography of a Nation (on the treatment of native americans)

(btw, <3 your icon, I just got the third volume of Snop Drop the other week, and am halfway thru. It truly is 100% manwha bishi goodness. Btw, you do have Kill Me Kiss Me right?)

Oh, just thought I'd point out that on Unsent Vibes's note that Sage Francis, Thursday and NoFX are all ok to downloading music to differing respects, but especially when it comes to their political messages.

You can download Makeshift Patriot of his own website here. You'll probably want to trim the intro of this version tho. It's a really chilling track, it made me cry first few times I heard it. And a few more when I worked out some of the more complex metaphors. I even welled up a bit listenin to it while writing this.
