What would you say is the best techno you've ever heard...?

I think the term electronica is more appropriate, it's broad enough to encompass many different styles.
And I think generally it depends on taste. Some people like the ultra fast cheerful stuff (happy hardcore), anabolic frolic is probably one of the most well-known purveyors of happy hardcore.
Another one style that has a pretty loyal following in the electronica world is jungle or drum 'n' bass I'm told that there is a slight difference between the two styles but I can't really tell at this point in time. It's more syncopated and bass heavy than all other type of electronica. Examples would be AK1200 and Diesel Boy
Personally at this point in time I really like house and its many variations. Some good examples of house are Bad Boy Bill, Richard Humpty Vission, and Felix da Housecat. Check them out if you're interested in house music. Lisa Lashes is spins house as well, although her style is more hard house than traditional.
On the more traditional trance/progressive side Tiesto definitely spins something special. Also check out DJ Dan or the lesser known DJ Doughboi. Also Paul Oakenfold's older stuff is a very good example as well.
If you like songs like Alice Deejay's "Look at Us Now" or DJ Sammy's "Heaven" or any of the hits by Kylie Minogue. Any of that vastly overplayed stuff essentially. Check out DJ Mea as well, she's a classic example of melodic and progressive vocal trance, or Ian Van Dahl as she's a more recent example.
