How do you do this effect in Vegas?

I was watching this video and was wondering, how do you do the effect used at about 0:40? The editor said they used Sony Vegas to edit the AMV but I can't work out how they did it...

Looks like an offset + a vertical blur applied. At least, it is called offset in premiere, but I would bet it has a similar name in vegas too.
