With what program and effects can I do this video?

I have just seen this video and I was charmed with it! But what what effects it will use, I know that she use SONY VEGAS 8.0 BUT how do that video?? what effects? might someone help?

Alright, I didn't watch the whole thing but from what I see it was mostly a bunch of masking, color effects, pans, and a little use of 3D. It's all possible in Vegas, however keep in mind Photoshop was also used to accomplish that and it might be easier and faster to do so there.
Some of the frame designs and animated stuff might be more complicated, but there were a good amount of stock effects in there and it shouldn't be all that hard to replicate.

Its just a bunch of masked characters panning in front of the camera. No real term for that aside from what I just gave you.

just like niotex said , She masked a picture and just used the pan and crop button and keyframed the mask to just move to the right
