I was wondering what effect this is. I've been seeing it everywhere and I want to be able to use it in some of my videos. Is it a plug in or..?

Depending on the program you're using you might approach it differently, but the process is pretty much the same. You need to mask out the character first, and put it on a layer above a white solid. What I'd do in Vegas is mask out one of the white bar things on the solid and copy-paste it on multiple layers above it, each time rotating the bar to so you have the complete pattern. You'd have to spin it around, but instead of doing so for every layer you should just prerender it, or in AE save it as a comp and rotate that

Chroma-key out the blue bit on this picture and use pan/crop to make it spin, then mask the character on top of the clip and put the original clip underneath.
