This weird cut-out effect

Does anyone know how to do this effect? It looks like cookie cutter but as far as I know you can't make a cookie cutter shaped like that. Is it some sort of plugin, 'cause I've seen it in a lot of different videos.

Examples:

Lol used so many times, i have to say Sony Vegas Plug-in. One of the New Blue Fx I think, can do those shapes nowadays, can't remember what fx in particular.

Or you can just mask. Those are obvious masks.

How about making the shape with the pan and crop tool. No need for third party presets or cookie cutters.

you can make them with the spice masters xD but most of teh editors use photoshop to make shapes xD
