NEW EFFECT IDEA PLZ HELP?

ok so im wanting to lay a texture type picture over my video to give it a texture look kinda like looking through a type pf glass, heres a link of kinda what i want to lay over the video

is there any way? i have sony vegas 9 pro and after effects cs5. any ideas? please help me my peoples

Overlay the texture over your video and apply a blending mode to it[AE]. The texture you posted isn't going to look like glass but it should at least give you the grungy look you're going for.
