Uh assuming that Mirko and Mr.Hatt hasnt mentioned this yet (Im too lazy to read through it) Ill give you my method of editing image sequences in Vegas and Photoshop.
There is an Export Image sequence in Vegas somewhere (sorry cant remember where) You could then select the timeframes for the image sequence and open it in Photoshop where you could edit each frame by painting over with the clone tool or even just painting over it. it shouldn;t be too much work if you could edit each frame within a few seconds.

You can also copy a frame to the clipboard in Vegas. Have the preview window open to the clip's resolution, with quality set to 'Best'. You can click the 'Copy to Clipboard' button (then Paste in your image program) or the 'Save Snapshot to File' (select PNG filetype).
