How to make a Particular Light Flash Effect in Sony Vegas

I apoligise in advance for posting another question like this. I realise it must get quite irritating. Anyhow, to get to the point, I'd like to know how to to the effect seen multiple times in the attached video, where an object of area of the video flashes. I know it's probably really obvious, but I've tried all the lighting effects in Vegas in combination with masks, and none of them look as good. if anyone could tell me how to do it properly, I would be most grateful.

I'm surprised masking didn't work for you, this is my take on the effect. Duplicate layer, mask upper layer which part you want to glow, apply levels "brighten" preset and also play with settings there with keyframes. It probably doesn't look as good as the ones in the AMV because the background for you object is not black, or dark.

After Effects has a glow effect which works really nicely and can be controlled easily with an adjustment layer so if you have that, I would recommend it.
