Need help with video editing.

Hi guys, so this is my first time here, so please excuse my stupidity if it ever happens in the future
So going on, I plan to invest a lot of time in making AMVs and I was wondering if you guys happen to know how to do this type of transition (some transperacy thing with video?), you can see it at 00:28-00:30.
