Its TV Simulator.
Put interlacing to 0.000
Then put Vertical Sync to any place [ depends how much you want the clip to be pushed];; The more right it is, the more less push. The more its to left, its more faster push.

TV Sim is an effect that vegas has had for yearrrrrssss. It usually doesn't look very good, but if it works then go for it.

For After Effects: Take a look at the effect "Offset".
Use Ease In/Out keyframes and alter the value curves with the graph editor (if you use Offset in After Effects).Can someone explain to me how to do it with pictures? Ya, if you have a plug-in that does the effect you are looking for, don't use it! "Work Harder, Not Smarter", that's what I always say.
Honestly, I don't use plug-ins cuz I'm cheap. Christ, I still use AE Pro 7.0.
