He likely meant variable bitrate there, and not framerate. You choose the saving type
Click "Custom"
You set your "Video rendering Quality"
Like i said you change the "Variable bit rate"...
10.000 its too much, and its only recommended for high quality videos.
For normal video quality put at least 4000 / 4000 or more... ( always depending on your needs ).

oh I get it now, thats why my masks were so glitchy even though I re-did it a million times XD Thank you! I almost gave up on masking XD

Oh thanks so much! I was getting really annoyed with Vegas because if I was "rotoscoping" (moving masks...) it would never show the right mask.
