The effect I'm asking for is the one at 0:04. the manga appears, blurs and shakes.

well in the most bottom layer it looks like a zoomed in manga page with a color distortion on it, or maybe it's just a texture, i can't really tell, but that doesn't matter.
then on top of that is just a few masks that appear throughout a few layers. to mask that out, you would right click the clip, click "video event pan/crop"--i'm sure there's a few masking tutorials around (if you are unsure), and then after masking, in pan/crop go back to the "position" setting, and zoom it out so the mask isn't as large as the frame size of the background. and do that however many times you wish with as many clips/screenshots as you'd want. and while in the position pan/crop, you could shake them, and add your own blur with linear or gaussian blur and then fade the clips at the very end of the process.
it's difficult to explain, but hopefully that helps some.
