Flicker effect?

I saw this effect (I'm guessing it's a kind of flicker effect) in an amv and would love to know how to do it

Anyone know how I could go about recreating the effect?
I know the person used sony vegas, but thats about it OTL

Kinda reminds me of SV's Spotlight in Bump Map. I'm not sure though.

I just tried it in Sony Vegas. Overlayed the same clip on upper track, set it to 'glow', used the automation to turn the 'level' from about 75% to 0% and back over and over. Put movie effects on the lower track, left it only about 75% opacity. looks close for a quick try.
