Reel/Spinning Effect?
This whole... "describing effects accurately" thing. I'm not good at it.
The reel-ish effect that's done with the text from 0:29 to 0:34 in this video.
Can someone explain to me how to do it with pictures? An explanation on how to speed it up and slow it down would be amazing as well. I haven't seen this asked before (probably due to my lack of accurate description skills) and I'd really appreciate the help.

I'm not sure, but I believe it's a sony Vegas plugin/transition of some sort.
You might be able to do it with the TV Simulator effect, but I haven't tried this so idk.

Some plug-in, it exists, NEwBlue has it.
Or tv simulator, and like the example you gave it would be better.

TV Simulator -vertical sync. Keyframe it for changing speed and just fade in. Maybe a little gaussian blur.
