.. .. just a thought; how about defining your cars as 3D Objects
and then placing them in a skin-wrapper ( as you do with Wire-frame Skins? )
I' use AiST Extreme 5.0 and it can be done quite easily ^__^

I have the plugin, and after messing around with Gradient Map for a bit, I achieved a very similar effect. You just use Gradient Map in Vegas.
The pictures below have the 3 Duochrome settings that were shown in the preview you gave (Acid Trip, Negative, and Fire Glow). If you zoom in you should be able to see the settings within Gradient Map for each. Hope I understood what you were asking : )

Wow those are perfect. I tried messing around with color curves and got a similar result but yours looks much better so I'll give gradient maps a try.
