Yes.

There are multiple ways, but I'd go for three layers. Mask the eye in layer 1 and make it transparent. Copy that in layer 2 and change it to a negative mask without transparency. Then add the fighting in the third layer.

After Effects can create that smokey area easily compared to vegas. If you want to do it with vegas you can by getting another video or stock and key out the other areas so that it only has the smoke.
