ok so when I am editing an anime video I want to be able to put n image on the persons head or body or something like that.

Also I am looking for one that you can overlap videos so it looks like 1 video on top of another but 1 is more clearer

I am looking for free ones that do not leave water marks

I believe that they are looking for a "free" video editing program that has more than one video track, and the truth is you probably won't find one like that for free... however if you look around there are places to find software lists... and if you shop around you can find some affordable prices.
