Effect question for adobe premiere

Hi guys was wondering how to get this effect in the video below where you have one track playing and then another that only displays on the top and bottom in black and white. I put a clip on track one and then another on track 2 but cant find a good way to resize it.

I can't watch the video right now but your question sounds fairly simple. If you want the same video to appear both on the top and the bottom, insert it in tracks 2 and 3, use black and white or whatever else you want on those tracks and then use Crop (it should be in Video Effects -> Transform -> Crop in most premiere versions, and if it's not it should still be somewhere pretty easy to find) on both videos, crop one to only appear on the top, the other to appear on the bottom, insert whatever else you want and voila..
