I think its some kind of warped tv effect in after effects

Looks like some horizontal bands blurred and with low opacity + a slight offset in a place and a bit of some kind of distorsion... not sure. It doesn't look like a preset though, so you're best off experimenting around a bit with the effects I wrote.
