Oh that's not all that "hard" to accomplish as it is time consuming. Basically, it looked like the editor took scans of the manga, colored them in Photoshop and imported them into Vegas. They created "motion tracks" for each of those pictures to make them move round and matched them up with the beats of the music. The words were also probably photoshopped as transparent PNG's, because I don't recognize that font as a default in Vegas or Premier.
Hope that helps. I actually edit using premier, but I'm nearly 80% sure that's how vegas would do it too.

Motion tracks? Is that an effect then? (I'm very unskilled at Vegas ;;) And thank you very much, I'm just really confused >.<;

It's kind of an effect... But I wouldn't consider it one.V o c o L o i d o wrote:Motion tracks? Is that an effect then? (I'm very unskilled at Vegas ;;) And thank you very much, I'm just really confused >.<;
Here's a tutorial [you'll need to replace WEBSITE with u-tube [spelled correctly], since our site filters the word] on it, that probably explains it better than I can, since I'm not all that familiar with Vegas [Premier does motion tracks SOOOO much easier IMHO]. This also assumes you know how to keyframe.

It's actually pretty easy, but as Code mentioned, time consuming if you want to make an effect similar to the ones used in that video. You CAN do the camera movement thing with track motion (it'll be one of the buttons on a video track, to the left) but it'd be easier by simply panning in "event pan/crop" ( right click on a video clip or click on the crop sign on the right side of the clip). Masking will be necessary, too, if you want to make it look like characters are in the same scene. You can do that also in the event pan/crop window, just check the box at the bottom left where it says "mask".
Hope this helps, good luck
