Radial effect

Simple as it is, I've really been wanting this effect..but my version of Vegas [6.0] doesn't seem to have it exactly. While it does have a radial blur, it's the type that zooms the blur forward rather than swirls it.

Photoshop calls this a radial blur, anyway.
Anyone have any idea how to emulate this?

Can't really try it as well as I would like to, but without some plugins the best bet would probably be combining gausian blur and rotation with slight upscale on duplicated, slightly transparent layer.

Not sure about the results, though |:
