It's called a word filter, Lol. Even I figured out it was a filter when I first came herwe.

the background has a "tv filter" on it (found in video FX tab) and the foreground is her face masked out (found in pan/crop menu)...

masking tutorial can be found here its the same in all versions of vegas :/

lipsyncing can be found here

though y<a></a>outube really killed the quality of that video... i feel sorry for the video
