I'd say that it's more "Any anime that's aired on TV in the US".

Once a US company airs an anime it becomes the best series ever in the US and the most acclaimed and most sold series. While many better anime's are released every month that blow those shown on TV out of the water and yet they was swept under the rug so I can experience day 1,285 of talk about "-insert tv anime name here-".

Everything said here only affects the under/overratedness of an anime. It's actual quality doesn't change. People can't change the story, characters, animation, etc. of a serie (unless they are the producers:P).
A fanbase CAN make it "look" different than it really is, but that is a community problem. See Nominations for Worst Anime Fanbase to see what I mean.;)

Actually, I never read the manga, and I LOVED the Spiral anime...right up till that stupid, stupid ending where they've defeated some minor pawn of the Bad Guys and everyone's acting like there's been some kind of profound and satisfying closure, instead of every single mystery still unanswered and an evil organization still lurking out there and trying to kill them all.

How can they call this one an action anime when most of the battle times are spent showing two people standing hundreds of yards apart and just talking, Or even thinking. And when the fighting gets going, its just 5 frames over and over again. Someone throws a kamehameha maybe someone charges a spirit bomb that the enemy miraculously never notices until its too late, and the characters just keep getting exponentially stronger but no matter how stong they get, its only just barely enough to beat the next monster threatening to destroy the world.
LIES!! XD (j/k, I actually don't care XD)

There's occasional exceptions to this rule.

Mobile Suit Gundam and Lupin III, while both gained some following over here, were prettymuch underground at best, and got hit pretty hard as ratings went (Mobile Suit Gundam limped to an inglorious end when Toonami used 9/11 as a reason to gank it less than 10 episodes from the end of the run, only meeting the viewers halfway when they screened the final ep at 3 AM for their 'New Year's Eve-il' run...and without much of the lead of the battle of A Baoa Qu, a lot of viewers didn't know what had happened...)

Lupin only did slightly better, getting turned into a seat warmer for Adult Swim at progressively later times (the last anyone saw of it was when it had the graveyard shift of 5)
Even the staff weren't sure what was happening for a while.
Reportedly (his story here) Richard Epcar (the ADR director for the show and the dub for Jigen) had to corner a Williams Street rep at a con to even get a close to straight answer about what was up.

So, while it is the main ruling, there are still exceptions out there.

On the subject of newer anime series not being so good, I was really disappointed with Trinity Blood. Sure, the animation was swell (a bit too much cg for my tastes), but the acting (in both languages) was flat, the story was just plain boring, and the character designs were completely forgettable. I was expecting a bit more out of Studio Gonzo, to be honest.

I hate when people give a crappy ending to an anime series because the author of the series hasn't finished it yet. Ouran High School Host Club (Series great but the ending sucked!) Black Cat anime was a disappointment, manga rocked but the plot of the Black Cat anime made me go "WTF?" The fact that Fruits Basket was a great anime but the show was so short and the makers refused to make a 2nd Season (Same goes for Ouran).

My point exactly. Pretend you'd never read the manga. Then picture watching the anime. X_X

Naruto, too many fillers and they are too boring, the flashbacks, its just so annoying sometimes. But yet, I still love it. :o
