What's wrong with Wicked City (1987)?
To me, it fits perfectly.
Given, I've never seen any of the things you listed, but Wicked City defines 80s trash for me.

Put some Heavy Metal in there (non-anime) just for kicks. 1 and 2 are porn, 3 is not, but all kick ass 80's style!

ill add megazone 23 and crimson wolf to the list, they look to be what i am after
dont want to use the ninja scroll guys films thats why no wicked city
heavy metal i am a big fan of but wouldnt work at the animation style would stick out too much
also its not really "blood and guts" violent
