Fushigi Yuugi would have been a lot sadder for me had I not watched it dubbed... *stops self before getting into a rant about subbed vs. dubbed*

Violinist of Hameln was also really tragic. The ending seriously made me want to cry.

Fruits Basket (how can I not mention that?) and Onegai Teacher both had happy endings but really dark, leave-me-alone-and-let-me-cry-for-a-few-minutes moments as well.

Well,
The sadest Anime' i've ever seen was Neon Genesis Evangelion (and The End Of Evangelion).

Grave of the Fireflies is hands down for me. I felt my eyes tear up and I never cry at movies or shows. Kanon is second for me. Cute, yet insanely sad. Then there's the crying kitty Kyou-kun and sad bunny Momiji in Fruits Basket...

x2 Very emotional. The most impacting bit was when the last episode wouldn't read off of the disc and I never saw it >_<

Up to that point, though, it was very emotional.

I would have to say Saikano. It really doesn't get much more emotional or sadder than that...
I guess I should say something witty here right...? Too bad... :P

I thought Lain was pretty sad.

This is gonna sound really funny, but Excel Saga had one of the saddest moments of any anime I've seen.....

Spoilers:

In ep 24, when Ilpalazzo shoots Excel through the heart it was so unbelievably sad because the whole series she worships and does everything for him and loves him so much. He so very coldly rejects her at that moment. It was soooo sad.
