Berserk gets my vote as well. When the volume is all the way down so my ears arent bombarded with the most horrible engrish known to man.

Cowboy Bebop and Hellsing, yeah. And Jungle Wa Itsumo Hale Nochi Guu's intro is absolutely hysterical - so much going on.
Of the intros nobody's mentioned yet, I'd have to say Read or Die, which has a cool neo-spy feel to it. And Azumanga Daioh for practically the same reasons as JWIHNG. One Piece is good too because it shows the characters doing what they do best.
Outros - Dragon Half's has to be the most random. The one for the first season of Mahoromatic is pretty cute, and Hellsing's has the best music, but my aboslute favorite has to be the motown-style ending to Jungle Wa Itsumo Hale Nochi Guu Deluxe because of the elaborate song and dance number it undertakes.

Kidou Senshi Zeta Gundam 2nd Op (From the Star of Water): A surprisingly light nearly romantic song is quite contrary to such a dark and heavy series. But it works extremely well. And the song is very... very catchy.
Kidou Senshi Victory Gundam 2nd Op (Don't Stop Carry On): A very well, hope filled song with some absolutely gorgous animations. And heck, Victory 2 Gundam's wings of light always work for effect.
