Some of my fave OP sequences have already been mentioned, so I'll add these to the thread here (unless I missed reading these ):
Musekinin Kanchou Tylor
Excel Saga -- both the original, and the Ep. 26 version
Gundam Wing -- in particular, the OP sequence for the last two eps.
Shoujo Kakumei Utena
Kareshi Kanojo no Jijyo (for that WAFFy feeling)
Brain Powerd (HEY!! SOMEONE had to mention the OP sequence w/ the most female nudity that has absolutely NOTHING to do with the series HERE!)

I'm assuming we're judging by music here, not the imagery that goes with it. In that case. . .
1. One Piece - Believe (2nd opening)
This song is FANTASITC. It really captures the happy, adrenaline feel of the series. It's catchy, it's fast-paced, it's pop-ish but stands on its own, and above all it's fun and makes you smile. One of my favorite songs of all time.
2. Magic Knight Rayearth - Yuzuranai Negai (1st opening)
this song is sooooo pretty! Seriously, I think it also captures well the feeling of the series. I also think it's sung well.
3. Hellsing - World Without Logos (opening)
This song is rather odd, and sung in english I can't understand very well, but it just sounds cool!
4. Cardcaptor Sakura - Platinum (3rd opening)
Yet another gorgeous song. I love this song to bits, it's such the quintessential shoujo song. So pretty!
5. Revolutionary Girl Utena - Rinbu Revolution. (1st opening)
Another fast-paced, beautiful song that just kicks! It manages to sound girly and strong at the same time! Just like Utena!
6. Hikaru no Go - GetOver (1st opening)
Now this is a song with legs. Not quite the kind of song you would expect for an anime about Go, but it works! It's a song you can listen to over and over again and not get sick of it.
As for endings. . . .
1. One Piece - Souchinosuke (5th ending)
Another fun song that is really catchy and addictive. And if you read the lyrics you know that it does sound a lot like Luffy.
2. Rurouni Kenshin - Heart of Sword (3rd ending)
Who doesn't like this song? It's kind of the central theme for Kenshin, and sounds awesome. And it's sung well, by T.M Revolution. Coolness!
3. Rurouni Kenshin - TACTICS. (1st ending)
Ranking just barely behind Heart of Sword. Another great-sounding song that's distinctive.
4. Naruto - Harumonia (2nd ending)
Now this is a song that doesn't fit the series whatsoever! it's really pretty and shoujo-sounding, which doesn't quite match Naruto. Nonetheless, it's a great song!
5. Chobits - Raison d'Etre
Pure shoujo. Pop-ish, fun, bouncy, and girly. And yet ver addictive!
6. Shaman King - Kyouhansha (2nd ending)
Pretty song. Sounds kinda pop main-stream, but it stands out. Love the violin solo in the middle.

Shaman King (1st OP)- its pretty average but the song makes up for it...'Oversoul' owns you
Sonic X (1st) - really its just cool to see sonic in his own anime since im a sonic fan from way back when...'Sonicdrive' owns you as well
Cowboy Bebop - needs no explanation
Kenshin (1st & 2nd) - the first is pretty cool, but sobakasu makes it for me...damn song is just too catchy, but the 2nd is very cool (IMO) for the way it shows the various characters and how the chorus kicks in at sanosuke's part.

Argentosoma was a pretty decent one. Here are some more obscure one's that I was fortunate enough to see.
The Enemy is Pirates: The series wasn't all that great, but I thought the song was really cool. 80's hair metal band, sung in English. I'm still trying to figure out who sang it.
Sexy Commando: Fast beat j-rock/pop song with the characters acting really stupid. By the way, this series may never get licensed, but you need to watch it, it's director Akitaroh Daichi (Fruit's Basket, Kodomo No Omocha, Animation Runner Kuromi) at his craziest.
