Gah... something in the earlier part of the series. Between 4 and 6
Sadly I don't have the Noir handy...

spoiler wrote:I do remember though that it was about a man from Northern Russia ('Norwegian by nationality') whose family was killed by a gang of 'Tartars' during the Revolution, and he later became a concentration camp commander who overwatched executions of these 'Tartars' during Stalin's time. I don't believe the 'Tartars' are a reference to actual Tartars, but it is very reflective of Stalin's repressions of some minorities.
The episode itself though deals with him as an old, old man who's changed his ways, and moved out of Russia and now leaves abroad helping the poor. Noir are hired by the 'Tartar' descendants to avenge the deaths of their relatives and kill the old man.
The ep. seems to have more references to Dostoyevsky's writing; and the part about the revolution and such is maybe ~30 seconds worth of flashbacks.
From what I recall, anyways.
The Birds are using humanity in order to throw something terrifying at this green pig. And then what happens to us all later, that’s simply not important to them…

Am I too late?
Rose of Versailles' author made a manga about the Russian revolution, something like:
Window of Orpheus (Orufeusu no Mado)
But I never had the chance to read it.

The movie 'Akira' has a political subtext, including terrorism and revolt. Neon Genesis Evangelion hints at a lot of political manuevering going on behind the scenes. Porco Rosso talks about the coming of the Fascists in Italy. The various Lupin movies have political themes in the same way that James Bond films do--i.e., as window dressing and McGuffins for the plot. The current crop of "late-night" anime, which is geared to an older audience, has a fair share of fantasy foreign relations. Scrapped Princess and Full Metal Alchemist both have some in the same vein as that in Record of Lodoss War or Vision of Escaflowne. Last Exile has quite a good deal as well.
And if you want revolution with no reference to any real politics, try Revolutionary Girl Utena.

Miyazaki most of his films are political in nature as thier underlying message is something about hippy earth loving or some crap. I have heard it said that Matsumoto shows like space battleship Yamato and Arcadia of my youth are susposed to draw paralells with the american occupation of japan but I have yet to see proof of this as the invaders in these shows are dressed like germans and act like the imperial japanese army. Hmm but you know what I think there were more direct statements about goverments in the smurfs than in any of the anime I have seen. Also they did make an animal farm movie.
