I think he was dead, but they kinda brought him back, but as a kid and he needs another wish to become old again. Well i not that sure so maybe you should just ignore me.

Garlic Jr. used the black star dragon balls to turn Goku into a kid thinking he would lose alot of his power. As to be expected it didn't work. :o
