Umm Ok Just so you know both Mimi and Asuka are female... therefore you are disqualified from this thread. 
Man looks like shinji is a toss up. here are my two cents on Shinji. regardless of his past, this kid has some serious issues dealing with anything. wether its saving the world or even being sociable to other people. yes he does get a little ballsier in the end. to me he's always going to be the kid who just does what he's told. shouldn't run away, wakks himself in front of a comatose asuka in the hospital. and just has this general "please don't hurt me" feel to his character. therefore I think he should be propped up on the #1 spot for this.
then there are people like Hideki (chobits),and keitaro (love hina). but they actually knew how to talk and joke with people. even though they were getting the shit end of the deal most of the time.

Still everyone in NGE is far from normal. I don't recall the wakk part, but I have only seen parts. I am focusing on other series at the moment.

Yamcha has swapped back and forth a lot. Even as far back as Dragonball.
I think that makes it worse. Shinji is a committed wuss, so he has issues. Yamcha has no excuse.
Someone brought up the Brolly movie against Vegeta. He is not my favorite character in DBZ, but I would not count the movies. The movies with a few exceptions with the specials never fit the story or characters really.
The Brolly movie completely tossed plot and story for some cool fights. I think most DBZ fans don't really care though. It kind of irritated me, but I have moved on to other series. DBZ is sort of an intro to anime series. It always remains special for having run so long and for having awesome fights. But you start to need more in a show.
I would not put Tenchi on this list, but a part of me wants to. I guess it is because he just can't roll with the punches. (Someone should start a who should get Tenchi if anyone topic. The downside is that topic might draw blood with some people.)
