One of the JSSD guys from Gasaraki, forget his name.
Bantaro from Jubei-chan could also pass for being black due to his tan-ness.

005 definitely looks the part, but as the manga shows, he's actually Native American (hence the face markings)

-Ray Lovelock (Macross 7)
-The American military commander (Memories: Stink Bomb)
-Ned Lamumba (...I think that was the last name, can't remember as definite ATM) (Gundam 0080: War In The Pocket)
-Mash (Macross II: Lovers Again) (this one's debatable)
Hmmm...while not clearly black, the skin's dark enough in some scenes you might be able to use Duke Red from Metropolis

Thos were face markings?

I always thought they were some sort of metal or some such that appeared due to his cyborctic surgery. o.O

like half the people mentioned arent even black

Most of them are either tanned, dark skinned (yeah they exist and arnt black) people, indian (as in teh country, not native american indian kinda indians) etc.....

Yeah, that's what I figured at first too, but in his pre-cyborg flashbacks they show him with them (...the character designs may have come a long way from where they were in the 60s, but they're still not entirely PC in that regard)
