Guyver is pretty cool.
Demon City Shinjuku is a good one. Rather nice animation and good action sequences, as well as a haunting environment.
Akira had good action sequences, but condensing a 6 volume manga of that size into an hour and a half doesn't do much for the story line. Still, I love it.
Macross Plus has some awesome dog fight scenes. Some of my favorite.
Vampire Hunter D Bloodlust has some incredibly well animated action sequences, but sadly ends in the one hit KO with the supposed powerful opponent of the movie.
The Fatal Fury movie had some good action scenes, but other than that was mediocre at best.
FLCL. Flying ninja pirate robot guitar combat. Yes.
Cowboy Bebop, but I won't go into detail with that.
Can't think of many more worth noting right now, but maybe I will add to this some other time.
