Not too much fanservice, I'm afraid.
The show is about two agents named Lumiere and Eclaire. They work for an agency called GOTT. They get sent on various missions throughout the galaxy. Lumiere (the younger one) has this power that lets her control electric devices, and Eclaire is extremely strong. She's the one who uses lipstick as a weapon. I can't seem to remember what GOTT does, though. I haven't seen the show in a while.

Kiddy Grade isn't really a series you can sum up in just a paragraph or two. In fact if you're watching the subbed version you're probably gonna need to watch it 2 or 3 times before you can even figure out what the hell is going on through the series.
On the basic level you have various organizations, governments, political/social parties, individuals etc all yammering around the universe for power, peace, revenge, glory, whatever.
One of these organizations is the GOTT, or the Glactic Organization of Trade and Tarrifs. Basically they handle commerce issues throughout the galaxy. In the GOTT they have sorta special agents to carry out certain missions and make sure things run smoothly...basically their muscle. They're called ES members.
These agents work in pairs, they are all enhanced with nanomachines which give them their various abilities (they never really say for certain how much of it is actually inate, if any of it).
The focus of the story is on the two agents Eclaire and Lumiere. Eclaire's ability is called "power", she has super speed, strength and the ability to control and manipulate her own energy (think DBZ). Lumiere's ability is called "puppet", which gives her the ability to take control over any electronic device. Later in the series she gains the ability "particles". Their ship is called La Muse, it's AI is Wirblewind (later they wind up with the prototype La Muse with the AI Calliope, their combat robot is called Donnerschlag.
Another pair of agents is Alv and Dvergr, both of their abilities are called "absorb", basically they can absorb any sort of energy, they can even absorb the powers of other agents (for a limited time). Their ship is called the Svart. Their combat robot is called Thor.
Another pair is Tweedledee and Tweedledum. Their abilities are "Strom" and "Magnetfeld" and together they have a joint ability called "Windstoß". Tweedlee's ability is similar to that of Lumiere's "puppet". Their ship is called C-squared. Their combat robot is called Dodo.
Another pair is Un-ou and A-ou, their abilities are "Amazing" and "Amplifier". Their ship is called Salyut. Their combat robot is called Ganador.
Another pair is Sinistra and Dextera, their abilites are "Whenever" and "Anyway". Their ship is called Centurion and seperates into two halfs, Unicorn Alpha and Beta. Their combat robot is called Zephyrus.
The last pair of agents is Viola and Cesario, their abilities are "Calamity" and "Driver". Their ship is called Fenice. Their combat robot is called Titano.
The head of the GOTT is Eclipse, who is a former ES member, her ability is "Kvant".
There are all sorts of other characters, ships, robots, abilities, classes, plot twists, etc, etc, this is just the main stuff. Needless to say, it's a pretty complex series. Which is one of the reasons why I think there haven't been too many AMVs done to it, despite the incredible amount of REALLY great action and space battle sequences. Pretty much unless you're just going to do mindless action it's near impossible to pull off.
If you go to my website at: www.backwater-productions.net you can see my latest AMV, "Feeling This", which uses footage from Kiddy Grade and manages to maintain a semi-coherent story line (ie not just mindless action).
As far as the people yammering on about "fan service"...yeah, they've probably only seen the first episode. There isn't much fanservice at all except for maybe a boob shake and an idle panty shot here and there. Pretty vanilla.
