What, never? You should watch shojo anime like Magic Knight Rayearth - the girls hair/eye color matches their individual powers (as well as their outfits) with the redhead being fire (having pink eyes), the blue-haired girl being water (having blue eyes) and the sandy haired girl (with bright green eyes) having wind/healing - her boyfriend is the opposite of her with green hair and gold eyes to make up for her hair not matching her outfit. ;p
That does work as symbolism, and I've seen it in lots of other places. Psychic Force has two main characters, one with blonde hair and odd red and black streaks in his hair - his 'talent' turns out to be fire (who'd have guessed with that red streak). The other boy's hair is pale blue and guess what - his 'talent' just so happens to be ice. Go figure. That seems to happen a lot if you look around. When it comes to 'elemental powers' having characters with matching hair color is typical. In games like Legend of Dragoon you get it to the max - the 'fire' guy's hair is orangy, the 'dark' girl's hair is black, the 'ice/water' girl's hair is pale blue, the 'light' girl's hair is blonde, the 'earth' guy's hair is brown - you just come to expect it since it's done so often.
