Japanese: The guy that gave his voice to Alucard (Hellsing) and Folkner (Escaflwone). I've also noticed he borrowed his voice to many other episodical characters.

Takeru Watagi-The dude that borrowed his voice to Onizuka(GTO).

As for female, there are really many of them that sound really good and I don't know who to pick.

One of the best voice actors I like is Richard Hayworth. He's most known for playing Kenshin in Rurouni Kenshin and as the extra creepy Legato Bluesummers in my personal favorite, Trigun. However, he is tied for first with Steve Jay Blum, from Cowboy Bebop and Big O.
