is from Boogiepop Phantom. Jonouchi says it to Moto.In the nurses office. 1st episode if I am not mistaken. Been a long time since I saw it.

Yup, and that same scene is reprised in episode 2 (with some slightly different angles).

I believe it's the catchphrase of the girl known as Panuru (episode 3, and I can't remember what her real name is).

The first quote, "I can't take you. I'm sorry, but you're not even worth taking," was said by Boogiepop Phantom to Panuru (end of episode 3).
