For movies, the art in Vampire Hunter D:Bloodlust and Ninja Scroll can't be beat. Depth of colours is amazing. I like these the most.
For series, I actually like designs in the Dragonball Z series and GT. I mean, Vegeta, Goku, Gotenks,Gohan, Trunks have basically the same face. All that changes is the hair style and in the case of trunks, hair colour and eye colour. . I like the eye design and the hair (especially when they go Supersaiyan). I should also mention the "stills" in Berserk like when Gats cuts off Zodds sword etc. Although some think it detracts from the action, the pictures are very cool and maybe they are insights into a deeper, darker Gats.....

I've always been a fan of Osamu Tezuka's art style. He can do simple yet well done art for things like Astro Boy. He could also do more complex characters like Black Jack.
What really impressed me was how he could transform his characters to fit the story. This can be seen especially with one of my favorites: Acetylene Lamp.
I am dissapointed, however, that most people in anime fandom these days are not fond of, or even aware of, the deservedly-titled "God of Manga and Anime". I tried posting about this guy before when I first came here, but no one seemed to notice. Too bad, but hey, I was new and I wasn't expecting a lot of recognition out of my first few days.
But I would like to ask you guys to check out the official website dedicated to Osamu Tezuka and his works. You find it here at:

Oh yeah, and make sure to watch the flash intro. It's well worth it!

Probably my favorites are:
Vampire Hunter D: Bloodlust and Ah! My Goddess the movie
I love the look of these two movies so much. They probably have my favorite art out of anything. Vampire Hunter D: Bloodlust has absolutely incredible looking backgrounds, great action scenes, and the art just sets the mood of the show perfectly. Ah! My Goddess the movie I felt just simpley looked great and was very clean.
I also have to put Ghost in the Shell Stand Alone Complex up high. That has the best looking art out of any TV show I've seen. It's incredible just how good everything looks in that show. Absolutely amazing backgrounds and cityscapes, fantasitic action scenes, good looking characters, it's just grat. I also really liked FLCL's art, that's another show that has great backgrounds and everything fits well. Lastly I'll mention His and Her Circumstances. I really enjoyed the look of this show.
Two shows I'll give credit for being different are Kai-Doh-Maru and Gankutsuou. These two are certainly different with Kai-Doh-Maru trying to look like the art from the time period and Gankutsuou with it's extreme mix of colors and the non-moving cloths it's certainly unique.
