Um... well the Japanese aren't exactly known for their abundant cleavage. It's spawned generations of male fantasy anime pinup girls. Hell I am an A cup and with the right tools I can look really, really flat. I've done it as needed when cosplaying male characters so I understand how it works.

And yes, this character is presumed by the vast majority of the family with a handful of exceptions to be male. And at least the Japanese version of the character is not all that masculine. The Funimation dub on the other hand would have a couple more problems in passing this.

No. I think that's the problem- to me, even the Japanese seiyuu sounded pretty masculine. They could try to pass it off as a very deep girl's voice, or claim the character is just assuming a masculine tone, but like I said, either way it'd be a little akward to work around.
