In love hina again Keitaro walks in on his half sister to find he talking off her panties to wash them.
What I wanted to know is that I think I have seen this same senario in other animes where the character takes off their clothes to wash them, and I was wondering if this is ture in Japan as well. Do they just sit there naked as they wait for their clothes to finish?

Most likely it's just a sort of fanservice thing. They do that in American shows and movies, too, remember, and for the same reason. If the same sort of scenario happens each time with one person walking in on another, then it's just a common gag in Japan, also, like the ones you see on American sitcoms over and over again.
