The character looks like they took someone from a show and made her into a catgirl. The tatoo marks for example are reminiscent of Neo-Ranga, and the weapon has a .hack look to it. So unless you get lucky, it's probably fan art.
Still maybe I'll get lucky and find out this is some character out of a show. I remember seeing a cat girl used in a series that had two different color eyes.. i don't remember what color the eyes are and what color the cat girl is.. but yeah.. you are probably right.
