If you're a horny fangirl who loves to see bishounen gets blood all over his somewhat feminine-looking body as well as doing masochist and homosexual acts with other bishounens, then yes it's recommended.

I haven't read the manga, but the anime is up to here with vibe, yes. There's little onscreen action, but lots of sexual tension between the hero and the villain, who is obsessed with him and will molest anything that moves. And the hero and his sidekick have a Very Special Friendship. (ahem) And there are references made to some things in the backstory that aren't exactly shown on screen.

So there are lots and lots of suggestions made, but little actually happens onscreen. File it under shounen-ai as far as that goes.

Essentially it's about the pretty boys and their pretty magic and buckets of angst. While being pretty. Some people will like it, some won't, like anything else.

If you're thinking about getting the manga, it's a little more visible than the anime - as far as the yaoi is concerned. Specifically watch out for the 'catholic school' book, and the flashback on the 'casino' boat - those two sections are the worst I've seen so far as far as 'doujinshi-style' manga goes. I hear it gets worse, but I haven't gotten that far yet to find out. ^_^;

The manga is a bit graphic at some points, but not in the "yaoi" sense. There's some blood and whatnot, but it's not as bad as some others out there.
