It's not just cats. Cats and other animals are usually used in anime as a form of comic relief.

your right. think of PenPen in Evangelion or Menchi in Excel Saga...there are others but i can't remember them

ohhhhh, that scary dog creature that comes out of Alucard in Hellsing. Nothing funny about that.

But two of the episodes I remember from Steam Detectives featuring a cat are pretty funny.

Therfe's a cat in FLCL (Takkun), that they use to show how insane mamimi starts to get after Naota leaves her....

The cat eventually leaves her also in the next episode for a white girl cat.

Would the dog/hand thing that Mamimi leads around eating stuff count? Personally, I thought that thing was comical. Plus the fat cat that Haruko talks to.

Symbolism of funny animals? Maybe animals are just good comdeic relief to the artists and nothing more than that.

Well, Kirara from Inuyasha is a cat (well, cat demon at least...), and her role is quite important for an animal/lower demon.

Also, in Sailor Moon, the black cat w/the crescent moon on its forehead (forgot the name, it's been a while since I've watched that show) seems to have more common sense than some of the human characters.
