I'm going to have to disagree with that on the grounds that in Azumanga, at least the manga anyway, it was hard to get a lot of the humor unless you were Japanese watching the original dub. Too many Japanese puns and cultural references.

And to keep up with Ishbalan's hentai streak, I'll say Story of Little Monica.

Hmm well I am not fluent in Japanese cultural idiosyncrasies (beyond the very obvious anime ones), but it never harmed my getting a laugh out of the show.
I think I watched it first as dubbed though, and it is possible the translation just dumped a lot of it too.
I call Azumanga 'slapstick' anime in that it's really not meant to be anything other than funny.
The prodigy girl being an easy target for so much of the usual anime humour. But then I suppose some just don't care for silly 2 dimensional humour as much.

Azumanga gave me one of my current fav outbursts (the schoolgirl quote made by the crazy male teacher at the address).
