Here's my take on it (two possibilities). Shinji becomes a "God-like" entity during Instrumentality and essentially makes the choice for mankind (he rejects instrumentality and goes back, giving man the choice, which you went over). My understanding is that he chooses to bring Asuka back with him. As unstable as their relationship is, he does like her and vice versa. I guess being a "God" has it's advantages. There's also the symbolism of Shinji and Asuka being the only humans and earth ala Adam and Eve.I could understand that Shinji wanted to come back and live his life, and that he felt it worth living, but why is Asuka there? That's the BIGGEST question I have. If you could end the film where Eva-01 is floating through space as the infinite symbol of man's existence... I would have been fine with that... We saw a new Earth created and the LCL that was collected into the egg of Lilith spilt back onto that Earth... implying that mankind was returned... with the option to exist. But the final scene on the beach just left me curious. Why has Asuka chosen to live... and nobody else has yet?
Second possibility: Asuka went through the whole self-searching and came to the same answer Shinji did. As you said, all people will have the choice to come back and obviously Asuka is one of them. It's possible she was one of the people who chose earlier. We do know through episodes 25 & 26 that everyone is going through what Shinji did.
