Alright, I propose an equal-opportunity Democracy in which the first party (Naruto) takes an impotant, yet veto-able position as a semi-head or chair person of equal power to another power not yet specified (second party) to govern over the general activities or major events of its people(S) (us, the third party.) Therefore creating a workable balanced environment beneficial for all parties involved in the government (first, second, and third.)
