A:What happens, is that the guy gets so exited, he overheats, rupturing the membranes and vessels in his nose, resulting in a nosebleed, this also serves to prevent perverts from mating, diverting all the excess blood to the nose. (it also happens with girls too, but they don't count.)

A: Well, apparently as soon as one hits puberty, one becomes stupid/perverted/hot-headed, as can be illustrated by our friends, Keitaro, Miroku, and Asuka.
For the second part...

Because when you hang around with people like those mentioned above, this WILL happen.
