"Luck on the back"?
According to a german phrase, it might be Vicious from Bebop.
Cause:
1: He is dead (not coming back)
2: acording to the saying, birdcrap in the spring brings luck....

But I guess I should stick to the "his fate is worse than hell" thing...
Your day shall come.

Be brave.
And for gods sake! DONT SCREW UP AGAIN!

By any chance is it Ryoga Hibiki from Ranma 1/2?

You know Ryoga's impossibly strong (he beats Ranma on several occasions, only to have Ranma train like Hell to beat Ryoga again).
With Ryoga's sense of direction, there's no telling when or IF he will ever return to the same location.
He pretty much has all of his worldly possessions in his backpack (occasionally stopping off at his house, when he can find it, to drop off souvenirs).
And, thanks to Ranma, he's always going on about how his life is Hell! "Ranma!! PREPARE TO DIE!!!!"

Just a guess.
HELP!! I'm being held prisoner by CLAMP fans!! We Demand -- er, They Demand -- uh, OH, FORGET IT!! It's Fun Here!!

Yeah, nice. That would have been my next guess, too.

Okay, I´m offline till Friday, cya. If my answer was right, give CliffD the point.

Sorry, not Vicious. Remember, every clue must be met, otherwise I have no doubt this would describe thousands of characters.

Although, all of his things on his back, I am sure they weren't unwanted (and definately doesn't constitute a fortune). I am sure no matter where he ended up you could hear him scream. That and no matter how much he is lost, I am sure he'd be back eventually. Maybe his life in his eyes was sure a hell, but worse?(depends, doesn't it?) But "fate is worse than hell" is pretty much true to every sense of the phrase, Ryoga, still alive and well with all the hope bestowed upon the human race can still live life to the fullest. (hmmm, does that count as a clue?)

Some things that might help.
There are a total of 10 (8 was a miscount) clues in this gawd-foresaken riddle, each clue describes this individual. One(1) of the clues words has multiple meanings but will only satisfy one of them. One(1) of the lines is considered a figure of speech and is not to be taken literally.
Certain clues describe: Feature(s) of the character, Condition of the character, and Where, and one even describes what he was doing.

Who is he?

P.S. The italicized words are a present from me ^^ (don't you feel special?)

P.P.S Oh, and thus far eliminated: Spike(CB), Vicious (CB), and Ryoga (R½)

"The waffle said so" - :? It's true though.

Sorry. He fits almost no clues.

The underlined words should give you some major clues as what to look for when pondering characters...

I think it's time to invoke the "This job's too hard" rule.
